Madam,
At a time when third-level institutions should be at the forefront of generating innovation and economic renewal, it is most unfortuate that the new Employment Control Framework was pushed through by the outgoing Government in its final days. Its effect will be to stifle innovation in research; and to damage seriously the capacity of universities and colleges to help in achieving economic recovery. It must be rescinded.
