Senator Ivana Bacik: I join my colleagues in congratulating former Senator Alan Kelly on his election to the European Parliament. Not only did he run a great campaign but he was, I think, the only candidate to have his own rap song, which I understand has become a cult classic on YouTube. I also congratulate the councillors who were elected lord mayor, particularly Emer Costello, the new lord mayor of Dublin. I concur with other Senators on the need for local government reform to ensure real powers for people in those offices.

Senator Ivana Bacik: I support Senator Regan's comments about rushing through the Intoxicating Liquor Bill. I agree entirely that it seems most inappropriate to give such a short time in the Seanad to such an important Bill. I do not see what the urgency is. Why can the Deputy Leader not arrange for more time to be given to the debate in the autumn?

Climate Protection Bill Introduced to the Seanad

I have introduced a Private Members bill, the climate protection bill 2007 – which if passed would commit this and future governments to make specified annual reductions in carbon emissions. The Bill was debated on 3rd October 2007, debate was adjourned and it will be debated further. The Bill is supported by Friends of the Earth (Ireland) and the stop climate chaos coalition.
