Senator Ivana Bacik: I thank Senator O'Brien for his very constructive comments on a number of issues. I agree with him that it is people's duty to pay the household charge. I disagree with him on the numbers paying. Over the coming days before the deadline of 31 March we will see an exponential rise in those paying. People always leave any payment until they absolutely have to pay it.

Senator Ivana Bacik: With regard to the last issue raised by Senator Darragh O'Brien, the Tánaiste gave a robust response, as reported in today's newspapers, to the assertion by Michael Link last week. The Tánaiste made it clear that it was not the case and that the fiscal compact was not negotiated in such a way as to avoid the need for a referendum. That is the answer the Senator seeks. He does not need to amend the Order of Business-----

Senator Ivana Bacik: Like Senator O'Brien, I commend the Leader on the plan for a full debate on 14 March on the EU fiscal compact treaty. I agree with the Senator that it would be useful for us, as group leaders, to ascertain in advance the number of speakers who wish to contribute and, if necessary, the timing can be tweaked. It will be a useful debate.

Senator Ivana Bacik: I welcome the Government's debt and bankruptcy relief plan and the publication of the draft general scheme of the personal insolvency Bill. I have the draft scheme here. It is a very lengthy scheme. It was circulated yesterday to the members of the Joint Committee on Justice, Defence and Equality. We will be conducting public hearings on the Bill. To follow what Senator O'Brien said, the scheme is still in draft format.

Senator Ivana Bacik: All of us join Senator O'Brien in expressing sympathy in regard to that latest appalling shooting. Last night there was a debate in this House on the Criminal Justice (Amendment) Act 2009 with the Minister for Justice and Equality, and Members aired their concerns about the effectiveness of current legislative measures. The Minister helpfully indicated that he would conduct a review of the organised crime provisions in the Act, which I welcome as it is very important.
